Description

The City of Granbury is seeking qualified vendors to supply three core water‑ and wastewater‑treatment chemicals—Sodium Hypochlorite 12.5%, Liquid Ammonium Sulfate (LAS), and Sodium Hydroxide 25%—to its treatment facilities on a reliable, ongoing basis. The contract will be awarded to the vendor offering the best overall value, with an initial two‑year term and the option to renew up to three additional one‑year periods (maximum five years). Vendors must provide unit‑price quotations per gallon that include all delivery, handling, and related costs, and must meet the detailed product specifications and safety/ regulatory requirements outlined in the RFP. The solicitation includes a mandatory electronic submission through OpenGov, a question‑submission deadline of October 2 2026, and a final proposal deadline of October 13 2026 at 10:00 a.m. • Supply of Sodium Hypochlorite 12.5 % (≈ 68,000 gal/yr), Liquid Ammonium Sulfate (≈ 15,000 gal/yr) and Sodium Hydroxide 25 % (≈ 40,000 gal/yr) to one water‑treatment plant and two wastewater‑treatment plants. • Two‑year firm‑price contract with up to three one‑year renewal options (potential total of five years). • Pricing must be a firm unit price per gallon, inclusive of transportation, fuel surcharges, handling, unloading, and any other costs. • Vendors must submit product data sheets, SDS, COA, insurance certificates, and three customer references. • Evaluation weighted heavily on price (≈ 60 % total) and product quality/compliance, delivery reliability, past performance, and responsiveness. • Submission via OpenGov Procurement; sealed paper copies also accepted at the City’s Purchasing Department.

Budget estimate

$300,000 – $600,000

Based on the estimated annual volume of 123,000 gallons and typical market rates for these treatment chemicals (≈ $1.80 – $2.50 per gallon depending on concentration and delivery logistics), the annual spend is roughly $220,000 – $310,000. With an initial two‑year contract, total contract value is estimated between $440,000 and $620,000. Variability will depend on actual consumption, negotiated unit prices, and any price adjustments for renewal years.
