Community-Based Social Marketing (CBSM) Consultant Scope of Work

The City of Thousand Oaks is seeking a consultant to design and implement a comprehensive outreach, research, and engagement strategy using Community-Based Social Marketing (CBSM) to encourage environmentally beneficial behaviors. The project aims to support the City's Climate and Environmental Action Plan (CEAP) and will focus on residential building electrification and household hazardous waste participation. The selected consultant will work closely with the City's Sustainability and Strategic Communications and Public Affairs teams to conduct research, develop outreach strategies, and evaluate outcomes. The project term is anticipated to be 24 to 36 months, subject to funding availability. Key tasks include: • Conducting market research and audience segmentation • Developing behavior-change strategies and designing campaigns • Implementing pilot projects and tracking performance • Building internal City capacity to apply CBSM principles • Providing training and guidance to City staff The City is looking for a consultant with experience in CBSM, behavioral science, or related disciplines, and a strong understanding of climate and environmental behavior change initiatives.
