Description
The Baltimore City Public Schools (City Schools) is seeking qualified community‑based organizations to serve as Lead Agencies for its Community Schools program. Lead Agencies will hire and supervise full‑time Community School Coordinators (CSCs) at up to 151 schools, conduct needs assessments, develop implementation plans, collect data, and coordinate wrap‑around services that support K‑12 students and families. The contract is a three‑year Requirements Contract with two optional one‑year renewals, and the CSC base salary must be at least $69,000. Proposals are due November 12, 2026; a pre‑bid virtual meeting is offered on November 2, 2026 (optional).
• Minimum 2 years experience delivering youth, family, or community services in Baltimore or comparable urban districts.
• Must be a nonprofit (501(c)(3)), for‑profit, public entity, or partnered with a fiscal agent.
• Responsible for hiring, training, and co‑supervising a full‑time CSC at each assigned school.
• Deliver annual needs assessments, action plans, and required data/reporting to City Schools.
• Participate in district‑provided professional development, post‑award conference, and evaluation activities.
• Contract term: 3 years with up to two 1‑year renewal options; budget includes CSC salary, supervision, travel, and administrative costs.
