Cost of Service and Rate Design Studies

The City of Norwich is seeking a qualified financial consulting firm to conduct comprehensive Allocated Cost of Service and Rate Design Studies for its Gas, Electric, Water, and Sewer utility divisions. The selected firm will develop rates and charges consistent with NPU's rate design strategies and reflect current costs of providing these services. The scope of work includes reviewing existing rate and service fee structures, developing a five-year financial plan for each study, and ensuring that the rates and charges are consistent with NPU's rate design strategies.
