Department of Human Services Rate Methodology

The State of South Dakota’s Department of Human Services is seeking a qualified consulting firm to develop and maintain a rate‑setting methodology and conduct annual rate reviews for its Home and Community‑Based Services (HCBS) programs. The contractor will be responsible for comprehensive five‑year methodology reviews, yearly adjustments, stakeholder facilitation, and delivery of detailed reports and transparent electronic rate models. Offerors may propose for one, two, or all three service areas—Long‑Term Services and Supports, Developmental Disabilities Services, and In‑Home Services—allowing flexibility in scope. The contract is anticipated to run for five years, with a maximum contract ceiling left blank, requiring a cost proposal per service area. Evaluation will be based on cost, experience, personnel expertise, and proposed performance method. • Perform a full 5‑year rate methodology review and annual updates for each selected service area. • Facilitate stakeholder workgroups, produce detailed reports, and supply electronic rate‑model tools. • Provide ongoing technical assistance, budget support, and legislative interfacing throughout the contract term.
