Description

The U.S. Army Corps of Engineers (USACE) is issuing a Notice of Intent to Sole Source a contract modification to extend the ordering period and increase capacity for the Advanced Contract Initiative (ACI) Debris Management Services in Region 4 (North Atlantic Division). The existing single‑award task order (W912EK22D0007) with ECC Constructors LLC will be extended beyond its current expiration of 9 Nov 2026 to maintain 24‑hour rapid‑response debris removal capability for FEMA ESF‑3 missions. Contractors must be able to mobilize personnel, heavy equipment, and subcontractors within 24 hours of a disaster notification, handle a wide range of debris streams (vegetative, C&D, hazardous, white goods, electronics, etc.), and support both CONUS and OCONUS locations. The bridge action is intended to prevent a capability gap while a competitive follow‑on acquisition is pursued, with a five‑year performance period (plus a 6‑month option). Interested firms may submit a capability statement by 15 Oct 2026. • Extend ordering period of existing SATOC (W912EK22D0007) beyond 9 Nov 2026. • Increase emergency contract capacity for Region 4 (≈ $500 M). • Provide 24‑hour mobilization for debris removal under FEMA ESF‑3. • Scope includes debris sorting, loading, hauling, disposal, and optional recycling. • IDIQ contract; task orders issued on fixed‑price basis. • Submission: capability statement via email to Christopher McCabe by 15 Oct 2026. • Period of performance: 5 years (+ 6‑month option). • No competitive solicitation; sole‑source bridge only.

Budget estimate

$50,000,000 – $150,000,000

The notice references a $500 M capacity for Region 4, indicating the maximum ceiling the government may draw on for emergency debris work. Assuming a typical utilization rate of 10‑30 % of that ceiling over the five‑year base period (reflecting the unpredictable nature of disasters), the contract value could range from roughly $50 M to $150 M. Factors influencing the final budget include the frequency and severity of disasters, the number of task orders issued, and the mix of services (e.g., hazardous‑material handling versus standard debris removal).
