Description

The City of De Soto is seeking a qualified general contractor to design‑build a new Amtrak passenger station that includes a 17‑space parking lot, sidewalks, a station platform, an overhead canopy, lighting, earthwork, traffic‑control, and erosion‑control measures. The contract will be awarded to the lowest responsive and responsible bidder under a sealed‑bid competitive process. No second‑tier subcontracting is permitted, and bidders must have a contractor questionnaire on file with the Missouri Highway and Transportation Commission at least seven days before the bid opening. A 5 % bid security is required, and award is contingent on a construction & maintenance agreement with the railroad. The project is anticipated to commence in January 2027.

Budget estimate

$2,000,000 – $4,000,000

Based on typical costs for a small public transportation facility (parking lot, platform, canopy, site grading, lighting) in a mid‑size Missouri town, the total contract value is likely between $2 million and $4 million. This range accounts for design‑build scope, material costs, labor rates, and contingency allowances.
