Description

The City of Newport News is issuing a one‑year blanket purchase agreement for the rental of traffic‑control barriers, drums, cones, warning lights, arrow boards, message boards, and crash cushions on an “as‑needed” basis. The contractor must maintain an inventory sufficient for 24‑hour delivery, provide weekly servicing, replace damaged or stolen items within 24 hours, and bill the City on a per‑day or per‑month rental rate. The contract may be renewed up to four additional one‑year terms at the City’s discretion. • Scope: Rental, delivery, installation, weekly maintenance, and replacement of traffic‑control equipment. • Items: Plastic drums (with/without lights), Type II/III barricades, traffic cones (with/without retro‑reflective bands), 12 V warning lights (A, B, C), arrow/message boards, sandbags, crash cushions, etc. • Delivery: Within 4 hours of order, 24/7 service, 8 am‑4:30 pm deliveries for standard orders. • Service: Weekly inspections, immediate repair/replacement, no separate delivery/pick‑up fees. • Contract length: 1 year (option to renew up to 4 years, plus possible 6‑month extension). • Pricing: Daily and monthly rental rates to be submitted; all freight and incidental costs included.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose total contract value. Based on the listed quantities (e.g., up to 2,000 drums per day, 500 cones, dozens of barricades) and typical daily rental rates for traffic‑control equipment (ranging from $5‑$30 per drum, $10‑$25 per cone, $50‑$150 per barricade), annual rental spend can easily exceed $500,000. Adding service, delivery, and replacement costs pushes the potential revenue into the low‑mid millions. A reasonable estimate for the first year’s earnings is therefore between $500,000 and $2,000,000, depending on actual usage volume and negotiated rates.
