Wing Park Renovation

The City of Elgin is soliciting sealed bids for the complete renovation of Wing Park. The scope includes demolition of existing asphalt paths, concrete, playground surfacing, equipment, and a restroom building, followed by construction of new paved paths, a modern playground, site furniture, parking, a new restroom building, sport‑court surfacing, fencing, landscaping, and utility upgrades. Bidders must provide a 5 % bid bond, a performance bond after award, and comply with prevailing‑wage and local residency ordinances. Minority‑owned firms are encouraged to bid and subcontract. Funding is partially provided by the Illinois Department of Natural Resources OSLAD grant. The project will be awarded to the lowest responsible bidder who meets all bonding, insurance, and certification requirements.
