HOLMES ST ARCHITECTURAL SURVEY

The City of Frankfort, Kentucky seeks a qualified consultant or consulting firm to conduct a historic and architectural survey of 85‑95 properties along Holmes Street (Phase II). The effort will refine the boundaries of the Holmes Street West National Register Historic District, update survey data, and produce a comprehensive summary report for public engagement and future nomination. The contract budget is capped at $37,500 and the work must be completed by June 10 2027. • Conduct field visits, archival research, and photographic documentation of 85‑95 properties. • Review and expand upon Phase I survey materials and existing historic context. • Prepare draft and final survey forms in compliance with Kentucky Heritage Council (KHC) specifications and Federal Historic Preservation Fund guidelines. • Submit draft forms to the Historic Preservation Officer by 2/15/2027 and to KHC by 4/15/2027. • Deliver a public presentation in May 2027 and a final PDF report with revised district boundaries by 6/10/2027. • Provide monthly progress updates and maintain communication with the HPO and KHC throughout the project. • All work must be performed by qualified staff meeting Secretary of the Interior professional standards; subcontracting requires prior approval.
