The U.S. Army Corps of Engineers, Walla Walla District, is issuing a sole‑source justification to procure Basler Digital Excitation Controller Retrofit Upgrade Kits, spare parts, and electronic cabinets for three hydroelectric facilities (Lower Monumental, Lower Granite, and Little Goose Dams). The contract will be a Firm‑Fixed‑Price supply agreement with Basler Electric, the exclusive manufacturer of the required equipment. The kits will replace outdated Andritz THYNE 5 excitation system controls, bring the dams into compliance with current standards, and include onsite verification of existing equipment layouts.
