In-Place Reclamation

Jefferson County is seeking a qualified contractor to perform in‑place reclamation (recycling) of existing pavement on county roadways. The contractor will operate a reclaimer machine to process existing bituminous pavement and sub‑base to a minimum depth of 8 in., blend in county‑provided aggregates and stabilizing liquids, and produce a stabilized base suitable for a subsequent cold‑mix overlay. The scope includes mix‑design development, field testing, quality‑control sampling, and compliance with NYSDOT/ASTM specifications, as well as traffic‑control coordination with the county. Bids must be submitted electronically or in‑person by 11:00 AM on 13 April 2026 and will remain valid for 45 days. The contract runs from 1 May 2026 to 30 April 2028 with up to three one‑year extensions. • Provide in‑place reclamation using a reclaimer capable of 8‑inch single‑pass depth. • Submit certified Recycling Mix Design (RMD) and deliver first‑day test results within 72 hours. • Unit‑price pricing per square yard; hourly rates for equipment/operator; county supplies aggregates and liquid additives. • 2‑year workmanship warranty with 30‑day defect correction period.
