Description

The County of Cumberland, NC is seeking two standby contractors (Primary and Secondary) to provide comprehensive disaster debris collection services on an as‑needed basis. The contract is “no‑cost” to the County up‑front; the vendor will be reimbursed for allowable expenses and will receive payment for services rendered after FEMA or other federal reimbursements are processed. The scope includes debris removal from public rights‑of‑way, private property (as directed), waterways, and other designated areas; coordination with the County’s Debris Manager; provision of a 24‑hour project manager; safety, training, permitting, GPS tracking, invoicing, and reporting requirements; and compliance with FEMA, state, and local regulations. The contract will be awarded based on best overall value, with evaluation criteria covering qualifications, experience, technical approach, training, and cost. • Two standby contracts (Primary & Secondary) – activation only after a declared disaster. • Services: collection, transport, reduction, and disposal of FEMA‑eligible debris (vegetative, C&D, etc.). • Required daily coordination, reporting, GPS documentation, and a dedicated project manager available 24 hrs. • Vendor must manage permits, safety, training, and compliance with FEMA, FHWA, and County debris management plan. • Payment is reimbursement‑based; invoices must be validated and supported with load tickets and disposal receipts. • Evaluation: 30 pts qualifications, 20 pts staff experience, 20 pts technical approach, 10 pts training, 20 pts cost (total 100). • Proposal deadline: 3 PM, 9 Sep 2026; questions due 12 PM, 28 Aug 2026.

Budget estimate

$1,000,000 – $5,000,000

The solicitation does not disclose a contract ceiling. Typical county‑wide standby debris‑removal contracts for a population of ~338,000 and a large military installation can range from $1 million to $5 million over the life of the agreement, depending on the frequency and severity of disasters, the volume of debris, and reimbursement rates from FEMA. A smaller, single‑event activation might be $200‑$500 k, while multiple large‑scale events (e.g., hurricanes) could push total reimbursements above $5 M. Therefore, a reasonable estimate for the vendor’s total earnings over the contract term is $1 M – $5 M.
