Description

The Veterans Affairs (VA) is seeking a qualified pharmaceutical supplier (or its authorized distributor) to provide Prednisolone Acetate 1 % Ophthalmic Suspension in three container sizes (5 ml, 10 ml, 15 ml) under a firm‑fixed‑price, indefinite‑delivery, 5‑year contract (base year plus four one‑year options). The contractor must hold FDA‑approved manufacturing status (or a manufacturer’s letter of commitment), supply unique NDC numbers, meet stringent packaging and bar‑coding requirements, and report quarterly sales and a 0.5 % cost‑recovery fee. The award will be based on the lowest‑price technically acceptable offer. • Supply up to ~472,000 ophthalmic suspension bottles annually (5 ml, 10 ml, 15 ml). • Must provide FDA‑approved product, cGMP‑compliant manufacturing, and DSCSA‑compliant serialization. • Pricing must include a 0.5 % cost‑recovery fee; quarterly sales reports and CRF remittance are required. • Contract includes a 60‑day implementation period, a 1‑year base ordering period, and four optional one‑year extensions.

Budget estimate

$10,000,000 – $15,000,000

The contract will deliver roughly 472,000 bottles per year. Assuming modest unit prices ($5 for 5 ml, $8 for 10 ml, $12 for 15 ml) the annual contract value would be about $2.6 million, yielding a total potential value of $13 million over the full 5‑year term. Therefore, the expected earnings range is estimated between $10 million and $15 million, depending on final unit pricing and option year utilization.
