The State of Delaware’s Office of the Auditor of Accounts is seeking a qualified CPA firm to perform three consecutive annual financial‑statement audits of the Diamond State Port Corporation (DSPC) for fiscal years ending June 30 2026, 2027, and 2028. The audit must comply with AICPA standards and Government Auditing Standards (Yellow Book), include full reporting packages, and meet strict deadlines for draft, second‑draft, and final deliverables. The contract is a three‑year, time‑and‑materials engagement with the option to extend for up to three additional one‑year terms, subject to performance and appropriations. The firm must maintain specific insurance coverage, pass background checks, and adhere to Delaware data‑residency and cybersecurity requirements.
• Perform annual financial‑statement audits of DSPC in accordance with GAAS/GAGAS and GASB requirements.
• Deliver draft, second‑draft, and final reporting packages on the schedule (first‑draft Sept 4 2026, final Oct 16 2026, etc.) for each fiscal year.
• Maintain required insurance (CGL $1 M/$3 M, Professional Liability $1 M/$3 M, Cyber‑Liability ≥$2 M) and pass staff background checks and sex‑offender registry screenings.
• No subcontracting of audit work; all audit staff must hold valid CPA licenses and meet peer‑review requirements.
• Provide immediate fraud notification, comply with data‑security standards, and retain documentation for five years.
