Description

The City of Pawtucket is seeking one or more insurance carriers to provide fully‑insured workers‑compensation coverage for FY 2026‑27 together with a full suite of third‑party administration (TPA) services. The contract includes statutory workers‑comp coverage, employer’s liability limits of $1 M per accident/disease, required endorsements (TRIA, catastrophe, trade‑sanctions, etc.), and comprehensive claims handling, loss‑control, medical case‑management, and specialized support for police and fire departments. Vendors must submit a detailed premium calculation based on the City’s FY 2026 payroll (≈ $8.1 M) and provide the required bonds, insurance certificates, and references. Evaluation will be 80 % price, 20 % experience/qualifications, and the City may award on cost alone, split coverage, or reject all proposals. • Provide fully‑insured workers‑comp coverage with $1 M employer’s liability limits and all mandatory endorsements. • Deliver end‑to‑end TPA services: claims investigation, reserves, payments, medical case management, loss‑control surveys, reporting, and dedicated support for police/fire claims. • Submit detailed premium worksheets, bid bond (5 % of price), possible performance bonds, and meet strict insurance documentation (E&O $1 M, TRIA, additional insured, waiver of subrogation).

Budget estimate

$50,000 – $150,000

Based on the City’s FY 2026 payroll of roughly $8.1 M and typical workers‑comp rates (around 0.5‑1.5 % of payroll), the pure insurance premium is likely $40‑120 k. Adding TPA service fees (estimated $20‑40 k) and required bonds, the total contract value for the winning vendor could fall between $50,000 and $150,000. Factors influencing the range include the carrier’s experience‑modification factor, negotiated discounts, and whether the City splits coverage among multiple vendors.
