Notice of Intent to Sole Source – BD Biosciences

The National Institutes of Health (NIH) intends to award a fixed-price purchase order to Becton, Dickinson and Company for service on the BD flow cytometry system at the NIH Clinical Center. The reason for this sole source award is that BD Biosciences is the manufacturer and provider of maintenance service for the BD flow cytometry system, and it does not certify third-party organizations to perform service on its instrumentation in the United States. • The service includes instrument software revisions, preventative maintenance inspections, technical telephone consulting, and unlimited on-site service visits. • The acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures. • Interested parties may identify their interest and capabilities in response to this posting, but the determination by the Government not to compete the proposed requirement is solely within the discretion of the Government.
