Parkland Health is seeking a qualified vendor to serve as the Third‑Party Administrator (TPA) for its workers’ compensation program. The award will be a best‑value, three‑year contract (with two one‑year optional extensions) to manage the full life‑cycle of workers’ compensation claims, provide licensed adjusters, medical‑bill review, nurse case management, and operate a Risk Management Information System (RMIS) that integrates with the District’s RLDatix Safety Center and Workday HR feeds. The vendor must meet stringent IT security, HIPAA, and data‑handling requirements, maintain a dedicated escrow account for claim payments, and support predictive‑modeling capabilities. • Core services: claim intake, investigation, reserving, payment, reporting, and litigation support for workers’ compensation only. • Technical requirements: RMIS with ≥97 % uptime, API integration with RLDatix (CSV feed every 15‑30 min) and nightly Workday data transfers, compliance with Exhibit C IT‑security standards. • Administrative expectations: monthly cost accounting, bi‑monthly claim reviews, quarterly in‑person meetings, OSHA reporting (not required), and adherence to M/WBE participation goals (25 % goal).
