Description

SUNY Upstate Medical University intends to purchase medical products from a contract awarded by consortium (GPO) pursuant to its authority under section 163 (3) (vi), which authorizes the purchases of commodities from a consortium or comparable entity in lieu of using a centralized contract and without a formal competitive process when justified by price. Vendors who sell equivalent or functionally equivalent to the medical products listed in the contract title (and attached in the product list) may, if interested, contact the listed representative to discuss the procurement. Equivalency must be demonstrated by meeting the clinical performance and KPI’s of the products. Interested parties must provide a complete cross reference to the attached products containing each item’s pricing, unit of measure, and UOM quantities. Interested parties must either provide proof they are the original manufacturer or certification as an authorized distributor or re-seller of all products from the original manufacturer. If proposing an equivalent, the vendor must provide clinical KPIs demonstrating functional equivalency for each item and must furnish products for evaluation, demonstration, and trial. This procurement is subject to NYS Finance Law §139 j&k, AKA the Lobbying Law. Therefore, vendors are cautioned that the only permissible contact for this procurement is the individual listed below. Contacting any other individuals at Upstate in connection with this advertisement may constitute a violation of New York State Finance Law. Failure to comply with this requirement can range from no contract award to debarment from sales to any NYS Agency. The successful contractor will be required to submit applicable documents relating to Vendor Responsibility, NYS Finance Law 139 j&k, and New York State’s Tax Law Section 5-a. The officer listed below can provide the list of required documents once the product cross has been deemed properly completed. Anyone who can provide the above-described products is invited to contact SUNY Upstate Medical University’s Hospital Purchasing Department. Business enterprises awarded an identical or substantially similar procurement contract within the past five years: Zimmer

Budget estimate

$1,500,000 – $3,000,000

The budget for this opportunity is difficult to estimate without knowing the exact products and quantities required by the university. However, considering the contract term is until 07/31/2027, it is likely that the university will be purchasing a significant amount of hip and knee medical products. Assuming an average annual expenditure of $500,000 to $1,000,000, the total budget for the contract term could be in the range of $1,500,000 to $3,000,000.
