Financial Accounting and Data Repository and Analysis Information Systems

The State of North Dakota, through its Retirement & Investment Office, is seeking proposals for two cloud‑based SaaS solutions: a Financial Accounting System (Category A) and a Data Repository & Analysis System (Category B). The contract will replace legacy on‑premise accounting (Microsoft Dynamics GP) and integrate with existing systems such as PeopleSoft and custodial data feeds. Vendors must support full‑cycle implementation, data migration of historic records, ongoing maintenance, and compliance with state security, accessibility, and audit requirements. • Must provide core financial accounting functions (GL, AP/AR, budgeting, reporting) and integrate with PeopleSoft and external custodial feeds. • Must deliver a secure, scalable data‑warehouse/analytics platform capable of ingesting 30 years of historic data and providing dashboards, reporting, and workflow automation. • Requires NDBuys registration, SaaS security certifications (FedRAMP/HITRUST/StateRAMP optional), 120‑day warranty, and a detailed project schedule with deliverables ranging from kickoff to final acceptance.
