Description

The U.S. Army Corps of Engineers Louisville District is soliciting comments from the construction community on the potential use of a Project Labor Agreement (PLA) for the repair of an Area Maintenance Support Activity/Equipment Concentration Site (AMSA/ECS) vehicle maintenance facility at the Arden Hills Army Reserve Center in Minnesota. The project involves repairing failing facility components, extending the economic life of the facility by 25 years, and providing a modern maintenance facility. The contract duration is estimated at 900 calendar days. • The project includes repairing the Heating, Ventilation, and Air Conditioning (HVAC) system, electrical distribution, fire alarm and suppression systems, ceilings, windows, doors, floor coverings, interior reconfiguration, and interior finishes. • The project also includes retrofit installation of a new 10T crane with 20' hook height and raising the overall building roof to accommodate the new crane hook height. • All hazardous materials (HAZMAT) removed as part of the demolition will be disposed of following all state and federal guidelines. • The construction community is invited to comment on the use of PLAs, including responses to questions about the potential impact of a PLA on the project.

Budget estimate

$30,000,000 – $50,000,000

The budget for this project can be estimated based on the project scope and the fact that it is a large-scale construction project with a value of $35 million or more. Considering the scope of work, including the repair of facility components, installation of a new crane, and disposal of hazardous materials, the budget is likely to be in the tens of millions of dollars. A reasonable estimate for the budget would be between $30 million and $50 million, considering the project's complexity and the need for specialized labor and equipment.
