The State of North Dakota’s Retirement & Investment Office is seeking a comprehensive, cloud‑based solution split into two categories. Category A will replace Microsoft Dynamics GP with a modern financial‑accounting system that handles general ledger, AP/AR, expense allocation, and integrates with PeopleSoft and custodian data. Category B will provide a scalable data‑repository and analytics platform for historic performance, document management, and reporting, ingesting daily custodian feeds and supporting advanced analytics. The contract is a fixed‑price, multi‑year (7‑year cost horizon) with 15 % retainage, requiring SaaS or COTS products hosted in the continental U.S., FedRAMP/StateRAMP compliance, WCAG 2.1 AA accessibility, and full data‑migration from existing GP and legacy document stores.
