Description

The City of Tucson seeks a qualified vendor to design, supply, install, operate, and maintain a turnkey Automated Traffic Enforcement Safety Device (ATESD) system covering red‑light, speed, and photo enforcement. The contractor must provide all hardware (cameras, poles, housings, detection equipment), software for violation capture, citation processing, data analytics, and secure evidence management, as well as ongoing maintenance, 24/7 monitoring, and integration with city‑wide systems (court, GIS, traffic‑signal controllers, etc.). The solution must meet stringent durability, security (CJIS, NIST), and performance standards, including 98 % device availability and rapid repair times. The City will retain ownership of all equipment; the contractor is responsible for installation, permits, de‑commissioning, and any required subcontractor oversight.

Budget estimate

$5,000,000 – $10,000,000

The solicitation does not disclose a contract value. Comparable municipal traffic‑enforcement contracts for midsize cities typically range from $5 million to $10 million, covering hardware procurement (cameras, poles, networking), software licensing, integration, and multi‑year operations/maintenance. Factors influencing the final amount include the number of enforcement locations, choice of fixed vs. mobile systems, and the length of the service term (often 3‑5 years).
