Description

The National Oceanic and Atmospheric Administration (NOAA) is seeking a vendor to provide Vessel Monitoring System (VMS) units for the National Marine Fisheries Service (NMFS) Office of Law Enforcement (OLE). The VMS units will be used to monitor commercial fishing and other vessels required by Federal Regulations. The contract requires VMS units that are type-approved by NMFS, WCPFC, and PIFSC, with proven capability to transmit required data via the VMS unit to each system. The vendor will be required to deliver 30 units per year for 5 years, with an option to purchase 5 extra units per year. The VMS units must be capable of allowing input of, and successfully communicating to the VMS unit, PIFSC-approved/managed electronic forms data. • The VMS units must be listed on the subset of units listed on both the “U.S. Fisheries of the Western and Central Pacific Islands” sub-section of the US list and the WCPFC list. • The VMS units must be currently approved by the Pacific Islands Fisheries Science Center (PIFSC) for transmission of electronic logbook (e-logbook) data. • The VMS units must be capable of transmitting hourly position reports to OLE’s system, WCPFC VMS, and daily e-logbook data reports to PIFSC. • The vendor must provide shipping and insurance charges (pre-pay and add to invoice supported by freight bill) to Honolulu.

Budget estimate

$750,000 – $937,500

Based on the quantity of VMS units required, the budget can be estimated as follows: 30 units per year for 5 years, with an option to purchase 5 extra units per year. Assuming an average cost of $5,000 per unit, the total budget for the base year would be $150,000. For the 5-year period, the total budget would be $750,000. Adding the optional 5 extra units per year, the total budget would be $937,500. However, this is a rough estimate and the actual budget may vary depending on the vendor's pricing and other factors.
