Garvey School District’s Early Learning Department is seeking a qualified substitute‑pool agency to provide substitute teachers and teacher‑assistants for its Early Head Start/Head Start/State Preschool programs serving roughly 800 children from birth to age five across Rosemead, Monterey Park, and San Gabriel. The agency must supply personnel on an as‑needed basis throughout the fiscal year July 1 2026 – June 30 2027, ensuring all staff meet stringent education, certification, health, background‑check, and bilingual requirements (English plus Cantonese, Mandarin, Spanish, or Vietnamese).
• Provide substitute teachers and assistants for short‑term and long‑term assignments as directed by the district.
• Personnel must hold an AA/BA in Child Development (or related field) and a valid Teacher Permit, pass DOJ fingerprint clearance, and have up‑to‑date TB, Tdap, MMR, and Influenza vaccinations.
• Bilingual capability is mandatory; candidates must be fluent in English and one of the listed Asian or Spanish languages.
• Services include classroom supervision, advancement of intellectual/physical development, maintaining a healthy learning environment, and supporting social‑emotional growth in compliance with Head Start Performance Standards.
• Proposals must include a detailed scope of work and fee schedule and be submitted by May 15 2026 via fax or email to the district’s Child Development Office.
