Health Insurance Counseling and Advocacy Program Request for Letter of Intent

The Los Angeles County Aging and Disabilities Department is seeking qualified nonprofit or for‑profit organizations to submit a Letter of Intent (LOI) indicating interest and capability to provide Health Insurance Counseling and Advocacy Program (HICAP) and Medicare Improvements for Patients and Providers Act (MIPPA) services throughout Los Angeles County (excluding the City of Los Angeles) for FY 2027‑28. The LOI is a pre‑qualification step; it will not be scored nor result in an award, but will inform the Department’s procurement strategy. Successful bidders must have at least three years of recent experience delivering Medicare counseling/advocacy, an attorney licensed in California with Medicare law expertise, and a physical office in the county.
