Stormwater Compliance and Permitting Services for Aspen/Pitkin County Airport

Pitkin County is qualifying interested parties for the provision of Stormwater Compliance and Permitting Services for Aspen/Pitkin County Airport (ASE). The contract term is from 12/31/2025 to 12/30/2026, with an option to renew for up to four additional one-year terms. The contractor will be responsible for providing stormwater compliance and permitting services, including maintaining an acceptable cost accounting system and complying with various federal regulations, such as the Clean Air Act, the Federal Water Pollution Control Act, and the Davis-Bacon Act. The contractor must also provide a certification of compliance with the seismic standards of the National Earthquake Hazards Reduction Program (NEHRP) or an equivalent building code. • The contract includes various provisions, such as termination for convenience or cause, energy conservation requirements, and trade restriction certification. • The contractor must comply with federal regulations, including the Davis-Bacon Act, the Copeland "Anti-Kickback" Act, and the Contract Work Hours and Safety Standards Act. • The contractor must also provide a certification regarding domestic preferences for procurements, giving preference to goods, products, or materials produced in the United States. • The contract includes a provision for veteran's preference in employment, giving preference to covered veterans, including Vietnam-era veterans, Persian Gulf veterans, Afghanistan-Iraq war veterans, disabled veterans, and small business concerns owned and controlled by disabled veterans.
