Description

The State of South Carolina Department of Probation, Parole and Pardon Services is seeking qualified providers to deliver adult outpatient substance‑use treatment and batterer‑intervention (domestic‑violence) services on a fixed‑price, as‑needed basis for offenders under supervision. The contract will be a five‑year maximum agreement (1‑year base with four optional one‑year renewals) and will place awarded providers on a Preferred Provider List, but no volume of work is guaranteed. Providers must meet licensure, staffing, background‑check, insurance, and quality‑assurance requirements and will be paid per assessment and per counseling session up to specified caps. • Lot 1 – Substance‑Use Treatment: assessment ($150 max) and up to six counseling sessions ($30 each). • Lot 2 – Batterer’s Intervention: assessment ($55 max) and up to ten counseling sessions ($30 each). • All services are delivered outpatient (in‑person or web‑based), require qualified licensed staff, sliding‑scale fee schedules, and weekly progress reporting to SCDPPPS.

Budget estimate

$250,000 – $600,000

No total contract ceiling is disclosed. Using the maximum unit prices (assessment + capped session counts) yields roughly $330 per offender for substance‑use services and $355 per offender for batterer‑intervention services, about $685 per combined offender per year. Assuming a modest volume of 100 offenders annually, annual spend would be about $68,500; over a five‑year term this totals roughly $340,000. Accounting for variability in volume and possible additional services, a realistic low‑end estimate is $250,000 and a high‑end estimate around $600,000.
