Description
The Division of Banks seeks a qualified consultant to provide ongoing strategic planning, organizational assessment, budgeting, and staffing support services. The work involves modeling the agency’s revenue‑assessment structure, reviewing current organizational design, and delivering recommendations to align staff with the Division’s mission and production goals. The vendor must be an approved PRF76 Category 2 supplier and preferably an SBPP‑qualified small business. Deliverables include reviews, presentations, and assistance with strategic positioning of the Division.
• Scope: strategic positioning, organizational review, budget & staffing support, revenue‑assessment modeling.
• Required vendor status: approved PRF76 Category 2 and SBPP‑eligible (preferred).
• Evaluation: 25 % SBPP certification, 25 % cost, and 50 % technical criteria (financial‑regulation familiarity, experience, budget understanding).
• Contract value: up to $150,000, fee‑for‑service hourly rates, initial term ~15 months with possible renewals through March 2028.
