Description

The University at Buffalo is seeking a qualified vendor to supply high‑quality carbon offsets generated from projects that destroy ozone‑depleting substances. The procurement is a sealed IFB for a one‑year term; the university will purchase offsets on an as‑retired basis, using the bidder’s price per metric ton (USD $/MTCO₂e). Bidders may propose offsets from up to three distinct projects and must submit an all‑inclusive price per offset on the required pricing attachment. The award will go to the lowest total price among responsive and responsible bidders, subject to financial stability, past performance, and compliance criteria. No minimum purchase quantity is guaranteed; the university will only pay for offsets actually retired. • Scope: Purchase of carbon offsets (metric tons CO₂‑equivalent) from ozone‑depleting‑substance destruction projects. • Pricing: All‑inclusive $/MTCO₂e on Attachment A; up to three project proposals; estimated baseline quantity 43,000 MTCO₂e for bid evaluation only. • Term: One‑year contract, no guaranteed minimum volume; offsets retired tax‑exempt. • Evaluation: Lowest total price, provided bidder meets “responsive and responsible” standards (financial stability, past performance, VendRep status, etc.). • Key Dates: Posting 9/28/2026, Questions due 10/5/2026, Bid opening 10/20/2026, Tentative award 10/27/2026.

Budget estimate

$400,000 – $1,500,000

The IFB bases pricing on a per‑ton rate for carbon offsets. Market rates for high‑quality offsets typically range from $10 to $30 per metric ton. Using the estimated baseline of 43,000 MTCO₂e, the total contract value could fall between roughly $430,000 (43,000 × $10) and $1,290,000 (43,000 × $30). Because the university will only pay for offsets actually retired, the final budget may be lower, but a reasonable expected range is $400k‑$1.5M.
