Description

The City of Toledo is seeking a vendor to replace its legacy Cisco‑based telephone system with a cloud‑hosted telephony solution for roughly 1,400 seats across about 55 municipal facilities. The contract will be for an initial one‑year term with a one‑year renewal option, and the City reserves the right to split the award among multiple providers and to adapt the solution as technology evolves. Vendors must submit a full suite of city‑required forms (project paperwork, child‑support affidavit, insurance certificates, etc.) via the PlanetBids portal and comply with local MBE, EEO, and living‑wage policies. • Provide a hosted voice platform (VoIP) that can migrate all Cisco Unified Communications Manager, Unity, UCCX, and related components to the cloud. • Integrate with existing analog endpoints, paging systems, Bogen amplifiers, TTY/TDD devices, and ensure ADA‑compliant accessibility. • Support Microsoft 365/Teams voicemail‑calendar integration, multi‑factor authentication, and a 99.99 % platform‑uptime SLA, including E‑911 location reporting and survivability planning. • Deliver design, implementation, and ongoing professional services; the City may award portions of the work to separate vendors.

Budget estimate

$500,000 – $2,000,000

Based on comparable municipal hosted‑telephony contracts, a city of Toledo’s size (≈1,400 seats, 55 sites) typically ranges from $0.5 M to $2 M in total contract value, covering design, migration, licensing, and one‑year of managed services. The lower bound assumes a minimal‑feature implementation; the upper bound reflects extensive integration (analog devices, paging, Teams, E‑911, and high‑availability architecture).
