Intent to Sole Source - 3dB Labs Monarch LTMS & Sceptre Software

The 18th Contracting Squadron Kadena AB Okinawa Japan intends to sole source a firm fixed price contract to 3dB Labs for the Monarch Laptop Tactical Monitoring System (LTMS) and Sceptre-10G-ITAR software. This equipment is intended to be used by the 353 Special Operations Wing. Any vendors who wish to challenge this intent to sole source must submit an interest letter and a capability statement, including a detailed comparison with the Monarch LTMS. The Government will evaluate all information received to determine whether a competitive procurement is appropriate.
