Description

The City of Stockton is seeking proposals for prefabricated/manufactured transitional housing units/tiny homes to create more family dwelling capacity. The project aims to create a community setting with multiple structures in an approximate 5-acre area. Proponents should provide proposals that fit either or both of the two models being considered: self-contained multi-sleeping/bedroom structures with kitchen and restroom facilities, or multi-sleeping areas/bedrooms with central structures for communal restroom and kitchen facilities. The City requires that all structures meet current California Building Codes for temporary residential structures. The proposal should include site requirements, per model type, and demonstrate the proponent's ability to be responsive to the project in terms of timeliness and expertise. • The project requires the delivery and setting of units, and the structures should vary in sizes ranging from two to three+ bedrooms. • The City has not yet confirmed plumbing and/or utility plans for this project, so submittals containing solar or battery-powered utilities are also welcomed. • All structures must meet current California Building Codes for temporary residential structures, and the building requirements include compliance with the California Code of Regulations, Title 25, Division 1, Chapter 3, and review and approval by the California Department of Housing and Community Development (HCD). • The City reserves the right to reject any/or all proposals received and re-advertise. • The Evaluation Panel will consist of City of Stockton staff, and the evaluation criteria include demonstrated understanding of required tasks, technical approach to specified operations, qualifications of staff, company experience, and fee schedule proposal.

Budget estimate

$1,000,000 – $5,000,000

The budget for this project is difficult to estimate without knowing the exact number and size of the transitional housing units. However, considering the project's scope and the fact that it involves the construction of multiple units in a 5-acre area, the budget could be substantial. Assuming an average cost of $50,000 to $100,000 per unit, depending on the size and amenities, and considering the City's goal of creating a community setting, the total budget could range from $1 million to $5 million or more, depending on the number of units and the selected proponent's pricing. Factors that may influence the likely payment range include the cost of materials, labor, and land preparation, as well as the proponent's expertise and experience in delivering similar projects.
