As-Needed Temporary Housing/Accommodations

The City of San Diego’s Risk Management Department is seeking a qualified contractor to provide on‑demand temporary housing and accommodation services for residents displaced by infrastructure emergencies (e.g., water‑main breaks, sewer backups). The contractor must be able to deliver both short‑term and extended‑stay lodging across multiple locations within the city, ensuring rapid (same‑day/next‑day) placement and continued occupancy until property restoration is complete. All room charges are billed directly to the City; the contractor must maintain required permits, insurance, bonds, and compliance with local housing, safety, ADA, and hospitality wage ordinances, and retain records for five years post‑contract. • Provide suite‑style, pet‑friendly, ADA‑accessible units with kitchen/kitchenette, on‑site parking, and smoke‑free environments. • Capacity to respond to large‑scale displacement events on an as‑needed basis, with rapid check‑in and ongoing occupancy. • Contract term of up to five years, maximum total value $3 M; monthly invoicing, mandatory reporting, and bond/insurance requirements.
