Shelter - ACS - Staging Area RFR

The Commonwealth of Massachusetts Emergency Management Agency seeks a contractor to operate, staff, and maintain emergency staging areas and shelters (including ACS, regional shelters, alternate care sites, and non‑congregate shelters) before, during, and after emergencies. The scope includes sleeping quarters, food services, feeding/lounge areas, shower and restroom facilities, full‑service and self‑serve laundry, and optional administrative, IT, telecom, and public address services. The contract will be a two‑year initial term with the possibility of five two‑year extensions (up to 12 years total). Vendor must submit detailed cost proposals, comply with ADA, nutrition standards, fuel‑monitoring, and supplier‑diversity requirements, and provide numerous mandatory forms (W‑9, Contractor Authorization, SDP plans, etc.).
