Massachusetts Emergency Management Agency is seeking qualified vendors to provide comprehensive shelter staffing and related mass‑care services for state‑initiated shelters and recovery resource centers. The contract is a fee‑for‑service, open‑enrollment agreement where multiple vendors may be awarded, with a base term of two years and optional extensions up to eight years. Vendors must supply vetted personnel, manage shelter operations, and optionally deliver medical sheltering, while meeting strict non‑discrimination and reporting requirements.
• Operate and manage state‑initiated shelters with minimal MEMA staff assistance.
• Provide vetted shelter and recovery center staff, including background‑checked personnel and optional medical teams.
• Handle travel, lodging, and materials‑inc‑equipment costs within rate proposals; ensure compliance with ADA, civil rights, and emergency‑management statutes.
• Track occupants, submit regular reports, conduct pre‑ and post‑operation inspections, and adhere to MEMA’s safety and security protocols.
• Submit required supplier‑diversity documentation; multiple contracts may be awarded simultaneously.
