Public Wi-Fi System at Multiple Facilities

The City of Los Angeles Department of Recreation and Parks is seeking proposals from qualified firms to design, deploy, and manage a non-exclusive Wi-Fi system at various parks throughout the city. The selected firm will be responsible for providing reliable Wi-Fi services to park patrons, including complimentary and paid options, and will be permitted to sell advertising and secure sponsorship on the complimentary Wi-Fi system. The firm will also be required to provide services to RAP tenants, concessionaires, and other businesses operating on park property. Key requirements include: • Providing IEEE Standard 802.11ac/ax Wi-Fi access for use by park patrons • Ensuring minimum download speeds of 10 Mbps and upload speeds of 2 Mbps per connected device • Offering an option of free Wi-Fi access supported through advertising • Providing on-going maintenance of the Wi-Fi system • Establishing, developing, and increasing a strong customer base through marketing and advertising • Implementing, maintaining, and enforcing all security rules and regulations related to the Wi-Fi system The proposal should include a background and experience statement, a business plan, a management and operations plan, and a compensation plan. The City reserves the right to reject any and all proposals and to waive any formality in the proposal when to do so would be to the advantage of the City.
