Description

The Washington Military Department seeks a qualified contractor to provide comprehensive inspection, cleaning, minor repair, and waste‑handling services for storm‑water infrastructure at Camp Murray, the Seattle Readiness Center, and oil‑water separators at Joint Base Lewis‑McCord. This “as‑needed” contract will be billed at hourly rates (maximum $200,000 per year) and includes a 12‑month base term with four optional 12‑month renewals. Bidders must demonstrate capability in confined‑space entry, hazardous‑waste handling, and storm‑drain maintenance, and will be evaluated on weighted hourly rates, performance requirements, and past experience. • Inspect, clean, and perform minor repairs on catch basins, storm‑drain piping, outfalls, treatment vaults, and oil‑water separators. • Provide full waste‑characterization, transportation, and disposal services for sediment, debris, petroleum‑contaminated material, and other regulated waste. • Submit hourly labor rates with expected percentage of hours for each employee class, plus costs for hazardous‑waste disposal, Vactor truck usage, and materials/testing (max 5% markup). • Meet mandatory requirements: confined‑space entry, HAZMAT handling, and compliance with Washington Dept. of Ecology storm‑water permits and SWPPPs. • Evaluation based on a weighted‑rate score, performance‑requirements score (100 pts), and experience (up to 130 pts total).

Budget estimate

$150,000 – $200,000

Based on the solicitation’s “Estimated Initial Contract Value” of $200,000 per year and the nature of hourly‑rate billing, the expected earnings for a successful bidder are likely to fall between $150,000 and $200,000 annually. The lower bound assumes a modest utilization of services (≈75% of the ceiling), while the upper bound reflects full utilization of the $200k ceiling. Factors influencing the range include the contractor’s efficiency, the number of work orders generated, and any additional billable tasks (e.g., major repairs not covered under the basic scope).
