The State of Illinois Department of Innovation and Technology (DoIT) is seeking qualified vendors to provide a renewal of existing Adobe software licenses for a five‑year term. The solicitation is an Invitation for Bid (IFB) and requires firms to be authorized Adobe resellers, able to deliver licenses electronically, and to meet extensive state security, logging, and compliance requirements. The award will be based on the lowest overall price among responsive and responsible bidders.
• Scope: renewal of Adobe licenses (including AEM, Adobe Target Premium, and related cloud‑hosting services) covering the period 12/23/2026 – 12/22/2027 and extending through a five‑year contract ending 12/22/2031.
• Mandatory requirements: U.S.‑origin software, authorized reseller status, adherence to Appendix S1 Minimum Logging Requirements, cloud‑hosting security standards, and annual reporting.
• Submission: bidders must upload the required offer, signed contract, and vendor disclosures through the BidBuy system; no bid or performance bonds are required; price must remain firm for 90 days after opening.
