The Maryland Health Benefit Exchange (MHBE) is seeking a qualified vendor to provide a three‑year (36‑month) renewal of FortiFlex and FortiIdentity subscription licenses. The contract is a firm‑fixed‑price, competitive sealed‑bid solicitation (IFB) and requires the vendor to be an authorized reseller of Fortinet products. The scope includes delivery of the software licenses, associated support from Fortinet for the full term, and invoicing for the entire three‑year period within 30 days of receipt. Bids must be submitted electronically via eMMA by 11:00 AM EST on November 30, 2026. A mandatory pre‑bid conference (virtual) is scheduled for November 4, 2026, with registration required. The award will be based on the lowest responsive total price.
• Deliver FortiFlex (10,000‑point) and FortiIdentity (25‑499 user) subscriptions for Jan 2 2027 – Jan 1 2030.
• Provide Fortinet‑direct support for the full 36‑month term.
• Submit a single PDF bid package (including transmittal, qualifications, bid price form, and required affidavits) via eMMA; no paper or fax bids accepted.
• Minimum qualification: proof of authorization to resell Fortinet subscriptions.
• Invoicing for the entire contract term must be completed within 30 days of MHBE confirming receipt of licenses.
