Legislative Consulting Services

The State Universities Retirement System (SURS) is seeking a legislative consultant to assist the Director of Legislative and Stakeholder Relations and the Executive Director in representing SURS' interests before elected officials and their staffs, stakeholder groups, and coalitions. The selected vendor will be expected to provide knowledge and experience in legislative consulting, including analyzing and monitoring legislation, advising SURS on legislative strategy, communicating SURS' perspectives on legislation, and negotiating on legislation impacting SURS. The vendor will also be expected to have longstanding, bipartisan relationships with legislative and executive branch elected officials and their staffs. Some key responsibilities include: • Analyzing, monitoring, tracking, and reporting on legislation to SURS • Advising SURS on legislative strategy and positions • Communicating SURS' perspectives on legislation • Negotiating on legislation impacting SURS • Completing witness slips, drafting committee testimony, and testifying about the impact of legislation on SURS • Passing, defeating, or amending legislation on behalf of SURS • Advising SURS regarding outreach to elected officials and their staffs • Strategically engaging with elected officials and their staffs on issues of importance to SURS • Coordinating and attending meetings between SURS and elected officials and their staffs • Communicating SURS' perspectives on legislation to elected officials and their staffs • Working with elected officials and their staffs to address considerations raised by SURS regarding legislation • Assisting SURS in developing legislative communications materials • Providing regular legislative updates to SURS • Presenting legislative updates (in-person) to the SURS Board of Trustees The vendor will be expected to attend and present at quarterly meetings of the SURS Board of Trustees, and up to two additional meetings per year.
