Description

The City of Los Angeles Harbor Department seeks a qualified consulting firm to develop and execute a comprehensive federal legislative and policy advocacy strategy for the Port of Los Angeles. The consultant will work closely with the Workforce and Government Affairs Division to secure federal funding, influence legislation, build coalitions, and provide ongoing strategic guidance for a one‑year contract (with two optional one‑year renewals). The effort covers a broad range of issues including trade and tariff policy, transportation infrastructure, water resources, harbor maintenance, cybersecurity, and environmental sustainability. Proposals must include detailed qualifications, staffing plans, work plans, cost proposals, and required compliance documentation. • Develop and implement strategies to obtain federal funding for port projects (e.g., civil works, dredging, digital infrastructure). • Advise and lobby for changes to federal laws, regulations, and agency actions affecting the harbor. • Secure sponsors/co‑sponsors in Congress and build relationships with House and Senate leadership. • Engage the Executive Branch and relevant federal agencies to advance port priorities. • Conduct coalition‑building with industry, labor, and environmental groups. • Produce briefing memos, talking points, testimony, and other legislative materials. • Arrange and attend meetings with federal officials, congressional staff, and agency representatives. • Monitor emerging federal policy issues and provide timely advisories.

Budget estimate

$750,000 – $1,250,000

The contract is for a full‑service federal advocacy effort for a major U.S. port, requiring senior Washington‑based staff, research, coalition work, and ongoing lobbying. Similar city‑port advocacy contracts typically range from $500,000 to $1.5 million for a one‑year term, depending on staff levels, hourly rates, and the breadth of activities. Given the extensive scope (multiple policy areas, coalition building, and deliverables), a reasonable estimate is $750,000‑$1,250,000. Factors influencing the final amount include the number of senior consultants, hourly rates, travel costs, and any supplemental research or data services.
