NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate a sole-source contract with Appleton Marine Inc. for the overhaul of a crane onboard the NOAA Ship Pisces. The crane is an Appleton Marine Telescoping and Knuckle boom Crane, and Appleton Marine is the original equipment manufacturer (OEM) with proprietary rights to their designs and systems. The Government is not aware of any other vendors, distributors, or resellers that are authorized to sell Appleton parts without compromising OEM warranty, delivery, or additional markups. • The project involves overhauling a crane onboard the NOAA Ship Pisces. • Appleton Marine is the OEM and retains proprietary rights to their designs and systems. • The Government intends to acquire this product under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. • Statements of capabilities from interested parties must be received by 5:00pm EST on August 04, 2026.
