RFP 3525R01 Integrated Vehicle Platform

The Commonwealth of Pennsylvania’s Department of Transportation (PennDOT) seeks a qualified contractor to provide full‑life‑cycle application development, maintenance, production support, and ongoing modernization for its Integrated Vehicle Platform (IVP) suite of business‑critical software supporting the Bureau of Motor Vehicles. The effort includes a transition from the incumbent, continuous service‑management, release management, and a final turnover at contract end. • Provide application development, bug‑fixes, enhancements, and new feature delivery for four core IVP applications (e.g., MVDLS, Gatekeeper, BPM, etc.). • Deliver 24×7 production support, incident management, SLA/KPI reporting, and release‑management services under the detailed technical submittal and SLA documents. • Staff the effort with senior technical leadership (Program Manager, Technical Lead, Application Architect) and development resources (Senior/Junior Java developers, Business Analysts) meeting the required experience, education, and accessibility standards. • Meet Small Diverse Business (20 % SDB) and Veteran Business Enterprise (3 % VBE) participation goals, submit required DB participation documentation, and comply with Commonwealth IT policies, security, and accessibility requirements. • Contract runs three years from Notice to Proceed, with up to seven one‑year renewal options (3 % annual escalation) and a possible three‑month extension.
