Description

The State of Delaware’s Department of Natural Resources and Environmental Control (DNREC) seeks a single prime vendor to develop, deliver, and support two comprehensive training courses on the updated State Energy Conservation Code (residential and commercial tracks). The contractor must create all instructional materials, conduct live Zoom webinars, provide recordings and on‑demand access, and offer ongoing “as‑needed” technical assistance throughout a one‑year base contract (with up to three one‑year extensions). The scope includes slide decks, handouts, checklists, and compliance tools, all required to be accessible and usable for both live and asynchronous delivery. The award will be made shortly after the proposal deadline, and the contract includes monthly and quarterly reporting obligations. • Develop two full training curricula (residential & commercial) covering all code changes, EV‑charging, solar‑ready requirements, and Delaware‑specific examples. • Deliver live 90‑minute Zoom webinars, record them, and supply on‑demand access plus all supporting materials (slides, handouts, PDFs). • Provide unlimited as‑needed technical support and optional extra training sessions, all priced within the base contract. • Comply with insurance, reporting, and data‑location requirements; no bid or performance bonds required.

Budget estimate

$150,000 – $300,000

No contract ceiling is disclosed. Comparable state training contracts for energy‑code education typically range from $150,000 to $300,000 for a one‑year scope that includes curriculum development, live webinars, recordings, and ongoing support. The low end assumes a modest pricing model with limited optional sessions; the high end assumes extensive optional trainings, higher hourly rates for expert consultants, and comprehensive reporting.
