Description

The Department of the Army is issuing a Sources‑Sought notice to locate U.S. industry, national labs, UARCs, and FFRDCs capable of partnering on “Hypersonic Infrared Target Sensing” (HITS) research. The effort is a cooperative research and development partnership with no federal funding attached; partners must provide their own resources and may later be considered for funded contracts after a CRADA is executed. Respondents may submit multiple Technical Capability Summary Statements (TCSS), each addressing one of four Transition‑Opportunity (TO) objectives—advanced imaging & tracking optics, IR‑transparent materials, high‑fidelity modeling & simulation, or IR test‑and‑evaluation facilities. Submissions are limited to six pages of technical narrative plus optional past‑performance appendices, and must be delivered via DoD SAFE by 15 Oct 2026, 16:00 ET. The partnership can last up to five years and aims to mature technologies from TRL/MRL 3‑4 to TRL/MRL 5‑6 (prototype level). • Four distinct technical objectives (TO I‑IV) each tied to a specific HITS task area. • No funding is offered; partners must self‑fund or secure external resources. • Eligibility requires ability to handle CUI (DD‑2345) and, if needed, classified information. • Multiple TCSS submissions allowed, but each must address a different TO. • Future funded work may arise after successful CRADA collaboration.

Budget estimate

$2,000,000 – $10,000,000

No direct payment is stipulated; the partnership is unfunded, requiring the contractor to self‑finance development. However, successful CRADA collaborations often lead to subsequent funded contracts in the $2 million–$10 million range for prototype development, testing, and production. The estimate assumes a mid‑size firm capable of delivering a TRL 6 prototype and associated services.
