SD Multi-Hazard Mitigation Enhanced Plan Update

The State of South Dakota is seeking a qualified consultant to update its Enhanced Multi‑Hazard Mitigation Plan and provide a cost estimate to support future federal grant applications. The contractor will incorporate FEMA’s latest review tool, coordinate with state and tribal stakeholders, update GIS data, and produce the final plan in Microsoft Word format. The work must be completed by December 15 2028, with FEMA approval required by April 16 2029. • Update the existing Enhanced State Multi‑Hazard Mitigation Plan to reflect current FEMA guidance and the FEMA cross‑walk (Attachment A). • Perform stakeholder engagement, including a minimum of five State Hazard Mitigation Team meetings and coordination with nine tribal agencies. • Deliver revised GIS layers, maps, and supporting analyses; provide monthly progress reports and support all FEMA review comments. • Maintain required insurance, certifications, and compliance with de‑barment and non‑discrimination statutes. • Provide the final Word‑365 plan document by 15 Dec 2028 and achieve FEMA approval by 16 Apr 2029.
