The City of Richmond is seeking a qualified consulting firm to create a comprehensive “State of Black Richmond” report that will inform the allocation of its $1.5 million Black Resiliency Fund. The consultant will conduct community assessments, gather and analyze demographic and socioeconomic data, evaluate existing programs, identify service gaps, and develop actionable policy and investment recommendations. The effort includes stakeholder interviews, focus groups, GIS mapping, and the production of both a detailed technical report and public‑facing summary materials, as well as presentations to City Council and community groups.
• Conduct mixed‑method research (surveys, focus groups, GIS, stakeholder interviews) on health, housing, education, employment, safety, and economic outcomes for Black residents.
• Synthesize existing city, county, and state data, identify gaps, and benchmark against comparable jurisdictions.
• Deliver a full‑length report with evidence‑based recommendations, an implementation roadmap, performance metrics, and presentation decks for council and public audiences.
