Personal Care Services (PCS) to Medical Assistance Clients

The Rockland County Department of Social Services (DSS) is seeking applications from agencies to provide Personal Care Services (PCS) to eligible recipients of Medical Assistance who are chronically ill and/or physically disabled. The selected agencies will be required to provide services for a period of 5 years, from January 1, 2026, to December 31, 2030. The services will include tasks essential to the support of the consumer’s proper maintenance in the home, if such a plan is feasible and in accordance with physician and nursing recommendations. The agencies will be required to have a plan for maintaining services in the event of an emergency, including snowstorms and power failures, and to utilize client and employee grievance procedures. Some key responsibilities of the contractor/provider include: • Processing payroll for each aide providing services to qualified recipients of Personal Care Services • Monitoring the completion of required annual worker health assessments and employment documents • Maintaining personnel records for each aide • Notifying DSS of any changes in the consumer’s Adult Daily Living (ADL) performance • Obtaining and providing acceptable verification of liability insurance • Acting as a fiscal intermediary for the purpose of billing the Medical Assistance program for services received by the consumer • Coordinating access to health facilities capable of providing required annual worker health assessments and other health-related program requirements • Providing Nursing Supervision consisting of orienting the person providing Level I or II Personal Care Services to his or her responsibilities, immediately notifying DSS when a change in the client’s social circumstances, mental status, or medical condition occurs, participating in case conferences to discuss individual client cases, assisting in complaint investigations, providing and/or arranging for basic, supplementary, and in-service training of staff, being available to the person providing Personal Care Services for nursing consultation, evaluating the overall job performance of persons providing Personal Care Services, and reviewing reports prepared by persons providing Personal Care Services.
