RFQ 26-03, General Contractor Construction Management (GCCM) for Plainview Avenue Extension

The City of Fayetteville is seeking qualified construction management firms to serve as General Contractor Construction Managers (GCCM) for the Plainview Avenue Extension project. The scope includes comprehensive management of civil works such as storm drainage, trail construction, sidewalks, enhanced crosswalks, turn lanes, traffic signal modifications, street lighting, and landscaping, along with full responsibility for cost control, schedule adherence, subcontractor coordination, and final project close‑out. The contractor must be properly licensed in Arkansas, ensure compliance with state procurement laws, develop a guaranteed maximum price, and be prepared to work closely with the design engineer and city officials throughout the project lifecycle. • Manage all phases of the Plainview Avenue Extension, covering drainage, trail, sidewalks, crosswalks, turn lanes, signals, lighting, and landscaping. • Provide cost estimating, GMP development, sub‑contractor bidding, change‑order pricing, schedule control, and warranty management. • Must hold a current Arkansas Contractor’s License and be registered with the Arkansas Secretary of State. • Submit statements of qualification electronically by April 22, 2026, 2 PM. • Pre‑proposal conference on April 8, 2026, 10 AM (optional).
